Chief Minister Samagra Gramya Unnayan Yojana 2020: Assam govt has started this scheme on behalf of the development of Villages in the state.
Assam govt has the aim to invest ₹ 30,000 Crore of Budget on this scheme to enhance the infrastructure, skill development, agriculture, and many more areas. CM launched this scheme on 5 Feb, 2017 in Guwahati.

Chief Minister Sarbanand Sonwal has implemented the CMSGUY Scheme and allotted ₹ 30,000 Crore from this Budget of the state. Village development is their prior views for this scheme.

Objectives/Benefits of the CMSGUY Scheme
The main objective is to develop rural infrastructure and village transportation, skill development, agriculture and many more. Those objectives or areas of CMSGUY Scheme are listed below-

Those are the major highlights of the scheme. Apart from this, CMSGUY scheme also included the Agriculture sector of the state from which the Tractors Distribution scheme under which 70% subsidy on the loan amount is to be paid by the govt.
A group of 8-10 real farmers need to have a common bank account with their joint signature. And they need to show a crop cultivated land. The scheme is only for joint members of a farmer, however, no individual can be benefitted. Finance Dept of Assam says about CMSGUY Scheme
A 5-year mega-mission called Chief Minister Samagra Gramya Unnayan Yojana (CMSGUY) was launched in the Financial Year(FY) 2016-17, which is scheduled to culminate in the FY 2021-22, coinciding with 75 years of India’s Independence.
The main objective of the mission is to double the farm income, in unison with the vision of Hon’ble Prime Minister Shri Narendra Modi.
At the current rate of growth, it will take about 80 years to double the farm income in Assam. Normal interventions by the Government in this regard would not be adequate to address the problem.
CMSGUY: The Way Ahead
Under CMSGUY there is a proposal to initiate massive investments in rural areas for complete rural empowerment in a period of five years in a focused and concerted manner to realize the dream of doubling the farm income.
This is sought to be achieved through ‘saturation model’ by covering each revenue village through focused interventions in (a) Direct economic activities, (b) Logistic support include market linkages, and (c) Community support.
